TO:    TRAIN & ENGINE EMPLOYEES                                             OCTOBER 1, 2008

 

 

Safety Rule 1710(e) - Application in Yard Switching Operation

 

 

Be governed by the following interpretation of Rule 1710(e) from the S7A Safety Rules for all Train & Engine Employees:

 

"3 Step" protection required before fouling by yard crew members in Rule 1710(e) may be requested using "Short Radio Identification" outlined in NORAC Rule 710.

 

            Example:

 

            Conductor:     "9218, stop and 3 step requested, over."

            Engineer:        "Roger, 9218, stopped and 3 step applied, out."

 

The engineer must provide "3 Step" protection before acknowledgment is transmitted.  Safety Rule 1710(e) does not require a separate radio request for the three actions required by "3 Step" protection, but positive identification using engine number and acknowledgment by the engineer are both required.
