CIRCULAR NOTICE NO. 1

PUBLIC SAFETY AT HIGHWAY RAILROAD CROSSINGS
The Illinois Commerce Commission has advised all railroads within the State of Illinois to report incidents of flagrant disregard of automatic protection of railroad grade crossings or other careless conduct on the part of highway users.
In the interest of railroads promoting public safety at highway railroad grade crossings, it will be necessary for train and engine crews, when they observe negligent motorists, to try to secure identification and advise Train Dispatcher so authorities or employers concerned may be advised of their actions.
The Train-Vehicle Near-Crash Report must be completed for all incidents as required. This report is made available at all terminal locations.
